MOSCOW - After a rare tour of Russia's North Caucasus region, Louise Arbour, the United Nations high commissioner for human rights, said that discussions with locals touched on a "multitude" of human rights issues such as forced migration, torture and the pervasive "climate of fear" that prevails in the region.
