RIGA -- A senior official in Latvia's Education and Science Ministry told the BNS that if Latvia earned a medal at the Winter Olympics in Torino, "it will be by fluke."
Edgars Sneps, a deputy state secretary for sports affairs in the ministry, said it would be possible for a Latvian competitor to win, but it would require a combination of luck and an extremely good performance.
