Mobilly wins tender to organize receipt lottery

RIGA - Mobile services provider Mobilly has won a tender to organize the State Revenue Service’s lottery of receipts, according to information available on the Public Procurement Monitoring Bureau’s website.

In all, seven candidates had submitted their bids in the tender to organize and hold the State Revenue Service’s lottery of receipts. Mobilly won the competition offering a contract price of EUR 278,640 excluding value added tax (VAT), or EUR 337,154 including VAT. Previously, the Revenue Service expected the contract price to be EUR 425,178 excluding VAT.

Mobilly plans to involve MobillyTX as a sub-contractor whose share of the contract would not exceed 40 percent. MobillyTX would be in charge of development, implementation and maintenance.

The law on receipt lotteries was adopted in November 14, 2018 and will be effective as of July 1, 2019.

The first annual receipt lottery will be organized in 2020 for receipts issued from July 1 to December 31, 2019.

The receipt lottery is projected to increase tax revenue by EUR 3 million annually as the Revenue Service will have more information about tax evaders and unregistered cash registers.

EUR 200,000 were allotted in Latvia’s 2018 budget for development of an IT system necessary for organization of the receipt lottery. The funding for administration of the lottery and payment of prizes is estimated at EUR 250,000 in 2019 and 2020 each.
