Young and unemployed In the first three quarters of 2015, about 47,000 young people, aged 15 to 29, neither worked nor studied nor trained for jobs, including 20,000 youngsters, aged 15 to 24, according to the Latvian Welfare Ministry’s report on the progress of the Youth Guarantee Programme. This was by 7,000 youngsters or 13 per cent lower than a year ago.
