TALLINN - Latvian state-owned postal company Latvijas Pasts is expanding into the Estonian market by establishing subsidiaries in Estonia and Lithuania to create a unified parcel terminal and delivery network across the Baltics.
This strategic move aims to provide e-commerce businesses and parcel recipients with more convenient, faster, and reliable delivery options throughout the region.
In Estonia, the company will operate under the brand name Pasts. Operations are scheduled to launch in the second half of 2026, starting with the establishment of its own parcel terminal network.
The expansion will allow e-merchants to use a single delivery partner across all three Baltic states. For parcel recipients, this will mean greater flexibility and convenience in collecting their shipments.
According to Ģirts Rudzītis, Chairman of the Board of Latvijas Pasts, the company aims to be a reliable, long-term partner that understands and considers the needs of the local market.
"Estonians and Latvians are good neighbors, and our ambition is to be the same kind of logistics partner in Estonia - always close by when needed, and someone you can rely on. We want to build a strong logistics network in Estonia and at the same time develop long-term collaborative relationships with e-commerce companies and customers, supporting growth throughout the Baltic region," said Rudzītis.
For Meelike Paalberg, board member of the Estonian subsidiary Pasts OU, entering the Estonian market is an opportunity to design the service from the ground up to become a natural part of the daily shopping experience.
"What inspires me most is the opportunity to build the company from scratch so that our service works seamlessly and almost invisibly for people. Our goal is to make using the parcel terminal service as simple and intuitive as making the purchase itself," said Paalberg.
The new subsidiaries in Estonia and Lithuania will be responsible for developing local parcel terminal infrastructure and collaborating with e-commerce businesses and logistics partners. In the initial phase, the company will focus on establishing its parcel terminal network in major cities and key regions.
Latvijas Pasts has invested heavily in modernizing its services in recent years. Since the beginning of 2025, the company has established the largest parcel terminal network in Latvia, updated its service environment, and invested in process automation. The company has also been recognized as the most reliable postal operator in Europe in the latest Universal Postal Union rankings.
The company's international expansion supports its broader logistics and e-commerce strategy. As a key area of development, Latvijas Pasts processes e-commerce goods from third countries in Riga, preparing shipments for final delivery to Central and Northern Europe, including the Baltic states.
