TALLINN - On Thursday, the government discussed changes to the rehabilitation system during a cabinet meeting and approved a corresponding bill aimed at making rehabilitation services more accessible for individuals.
The bill, which amends the Public Health Act and other related laws to reform the rehabilitation system, aims to make the system more people-centric, comprehensive, and efficient. The goal is for individuals to receive necessary assistance more quickly and based on their actual needs.
To achieve this, the process for accessing services will be simplified, duplication between the healthcare and social systems will be reduced, and the current principle of basing eligibility on the severity of a disability or work capacity status will be abolished. In the future, individuals will be referred to services based on their rehabilitation needs as determined by their health condition.
Beginning October 1, 2027, rehabilitation services will be integrated into the healthcare system. The responsibility for organizing and funding these services will be transferred from the Social Insurance Board to the Health Insurance Fund. Services will be provided by hospitals within the hospital network and other qualifying healthcare providers.
