After amendments to the regulations on donations came into force, total financing for cultural non-governmental organizations decreased 50 percent to 60 percent, as the Culture Ministry's deputy state secretary Uldis Zarins told Saeima Education, Culture and Science Committee on January 24.
According to NGOs' reports, cultural NGOs have been affected the most by the amendments as businesses now prefer to invest in their own development, not do donate money to NGOs, especially cultural NGOs, explained Zarins.
