Ex-Latvian President says refugee problem insignificant when compared to non-citizen issue

According to former Latvian President Andrius Berzins, the refugees arriving to Latvia are an insignificant problem in comparison with the still unresolved issue of non-citizens. The former president indicated that there are still at least 230,000 non-citizens in Latvia.
