Interior Minister Andres Anvelt wishes to set up an automatic register of people staying at Estonia’s accommodation establishments in order to help law enforcement structures combat terrorism, and catch people who are on the EU wanted list, or are staying in Estonia illegally. Since Estonia is part of the Schengen area, and the movement of individuals is not registered on the Schengen internal borders, the main source of information about people staying in Estonia is hotel guest forms.
