Estonian Interior Minister Andres Anvelt made a proposal to the immigration work group to find a long-term solution for the salary issue of foreign workforce that would imply an agreement between employers and trade unions concerning the wage conditions of workers from foreign countries. The Aliens Act stipulates that an employer must generally pay the average gross monthly salary of the last calendar year to a foreigner working in Estonia on a short term or on the basis of a residence permit.
