TALLINN – At an informal meeting of European Union defense ministers in Brussels on Friday, discussions focused on military support for Ukraine and issues related to the EU's defense readiness.

"Although Ukraine's success in Kursk is promising, we need to acknowledge that they are fighting with one hand tied behind their back. The European Union can collectively do more to support Ukraine militarily -- we must provide them with every opportunity to win. They need more weapons and ammunition, as well as permission to use these weapons to strike military targets on enemy territory," said Estonian Defense Minister Hanno Pevkur, who participated in the meeting.

In parallel with helping Ukraine, Europe's defense capabilities need to be strengthened.

"Only large-scale investment, which requires an increase in defense spending to at least 2.5 percent of GDP, will send a strategic message to Russia about our readiness. Bonds are one way to finance both capacity planning and strengthening of the industry quickly and efficiently. We will continue discussions with member states on this," Pevkur said according to spokespeople.

The European Union is deadlocked on an agreement on the European Peace Facility. The package, which is awaiting adoption, is critical as it will allow member states to be reimbursed for arms transfers made and to boost future arms assistance.

"The implementation of the latest European Peace Facility decisions on military aid to Ukraine has been embarrassingly stalled, these issues must be resolved immediately. I expect a swift resolution from the Hungarian presidency," Pevkur said.

In addition, the ministers discussed the Ukraine military training mission EUMAM.

"Our goal is to tailor the training as best as possible to Ukraine's needs. It's an ongoing process that we are paying attention to; as well as how to equip these units. We are ready to consider all options for this," the Estonian minister added.
