TALLINN - The situation is returning to normal both on Estonia's large western island Saaremaa as well as on the mainland, chief medical officer of the emergency situation Arkadi Popov said. Popov told reporters on Tuesday that the situation in Saaremaa is returning to normal, and as a result, the crisis headquarters of Kuressaare Hospital is to cease operation from April 30.
