A scheme devised by two Finnish men launched in autumn 2013 and was thwarted by the police with simultaneous raids at multiple locations two years later. The intermediaries supplied the workforce for repair and construction jobs in Helsinki, in the neighbouring town of Espoo and in the territory of the former East-Uusimaa County which encompasses municipalities situated to the east and northeast of Helsinki.
