The Estonian Centre for Defence Investments (ECDI) has announced a public procurement for the large-scale acquisition of bunkers. Estonia intends to procure up to 600 concrete bunkers for deployment along its eastern border. Ministry of Defence of Latvia has also expressed interest in this procurement and is currently discussing the potential involvement.
Through a competitive negotiated procurement procedure, Estonia and Latvia are seeking companies capable of manufacturing large quantities of concrete bunkers and delivering them to the Baltic Defence Line storage areas. The procurement has been published in the Estonian Public Procurement Register.
“The first bunkers for the Baltic Defence Line have already been delivered, and their installation is progressing step by step in Southeast and Northeast Estonia. The experience gained gives us the confidence to move forward with a larger-scale procurement,” commented Asko Kivinuk, Deputy Director General of ECDI. “We are particularly pleased to be carrying this out together with our southern neighbours. Equally important is the fact that a joint procurement enables cost savings through economies of scale,” Kivinuk added.
Estonia has by now positioned all previously acquired counter-mobility assets in pre-designated storage areas. The first bunkers have been installed, and works on the anti-mobility trench system are ongoing. ECDI’s objective is to complete the Baltic Defence Line in its currently approved scope by the end of 2027.
The Baltic Defence Line is a joint initiative of Estonia, Latvia and Lithuania aimed at ensuring military defence from the very first metre of national territory.
