The Estonian Ministry of Economic Affairs and Communications said that the hydroelectric power plants of Jagala and Linnamae do not qualify as vital service providers.
In May, the rural municipality government of Joelahtme approached the ministry with a proposal to consider planning the introduction of Jagala and Linnamäe hydroelectric power plants as sources of electricity production independent of external influences, which could also work autonomously in the event of possible crisis situations and as a possible evacuation gathering area near Tallinn.
