Estonia: Investigators say drowning of officers was accident

Officials investigating the deaths of the two border officers who drowned in a boat accident off the northwestern Estonian city of Haapsalu on June 28 said on Thursday that initial evidence indicates that a health disorder, a collision, an attack, or bad weather were unlikely to be the cause of the fatal incident.
