AS CleanR Grupa, Latvia’s leading environmental services group, continued steady growth in 2025, with consolidated turnover amounting to EUR 144.5 million, up EUR 23.4 million or 19 % year-on-year, and EBITDA at EUR 32.2 million. The growth was driven by targeted investments in modernization, operational efficiency improvements, and business diversification, according to the Group’s audited report.
The Group is a significant taxpayer, with EUR 29.6 million paid in taxes to the state in 2025 – an increase of 27 % compared to 2024.
A key aspect of the company’s development strategy is targeted investments in modernization and improving operational efficiency.
“Last year, total investments in the Group’s development, excluding mergers and acquisitions, reached EUR 13.2 million, which is 19 % more than in 2024. We invested in new transport and equipment, robotics and digital solutions, as well as in infrastructure such as sorting yards and underground containers. These investments not only improve the efficiency of our operations and quality of services we provide to our customers but also facilitate the day-to-day work of our more than 2,000 employees,” explained Juris Gulbis, Chairman of CleanR Grupa Management Board.
The Group’s companies also actively invested in the renewal of fleet vehicles and technology. Municipal waste management company CleanR purchased eight EURO VI specialized waste-collection trucks and two container-cleaning trucks, while CDW company CleanR Verso purchased 12 new vehicles and launched an automated route-planning system. Urban servicing company Vizii Urban invested more than EUR 5 million in fleet development, and cleaning company Vizii expanded its robotic fleet to more than 120 robots and introduced a digital training system for employees.
In the meantime, producer responsibility system provider Zaļā josta expanded its range of services as a new producer responsibility system for plastic products and batteries was introduced in Latvia, and advanced digitization by launching a data tracking system and a customer reporting portal. Waste recycling company CleanR Industry increased production capacity, boosting plastic pellet output by 54 % and RDF production by 74 %, while hazardous and medical waste manager Lautus expanded operations in healthcare, industrial, and hazardous waste management, and introduced a new service – cleaning of internal sewage networks.
In 2025, the Group continued to develop its waste sorting infrastructure: in March, CleanR opened Latvia’s most modern, first fully automated sorted waste collection site in Riga, and in September, the first biological waste composting site with a sustainable water management system came into operation in Ikšķile. At the same time, Vides pakalpojumu grupa opened a new sorted waste collection site in Liepāja. Investments in underground container infrastructure also continued: now, there are 100 underground container sites with 395 containers in Riga and Jūrmala.
Chairman of CleanR Grupa Management Board emphasized that the Group continued targeted diversification and regional expansion. In 2025, CleanR won tenders to provide municipal waste management services in Ikšķile, Tīnūži, Ķekava, and Baldone for the next seven years.
To expand its service range in the regions, CleanR acquired a 41.25 % stake in regional waste management company SIA Ķilupe. In January 2026, the merger was cleared by the Competition Council, and the transaction was completed in March, making CleanR the sole owner of the company.
In turn, Vizii Urban, after receiving clearance from the Competition Council, concluded the acquisition of the regional environment maintenance company Tranzīts L. Vizii Urban also won several tenders for maintenance of Jūrmala beaches and Riga bathing sites in the spring-autumn season. Vizii Urban’s subsidiary KOM-Auto expanded regional operations by 65 %, becoming the largest privately-owned road de-dusting company in Latvia, which provides road maintenance services in several Latvian regions, such as Valmiera, Rēzekne and Burtnieki, as well as in Līgatne and Amata areas in Cēsis Municipality.
“Our care for the environment entails not only quality work, modern infrastructure and technology, but also public education and engagement. In addition to our regular educational activities, in 2025 we implemented several initiatives, including youth environmental education campaign “Tīrai Latvijai”, expanding our cooperation with the popular school competition “Čē Čē Čempionāts”. In the summer, environmental education concept site “ŠŪNA” visited Cēsis, while in November we organized Latvian Circular Economy Forum in Riga in cooperation with Riga Energy Agency. In December, we supported public space “Pietura” at concert hall in Liepāja – a place where creative ideas make sustainability an everyday experience and make it accessible and tangible for society,” said Juris Gulbis.
Meanwhile, Guntars Kokorevičs, Chairman of CleanR Grupa's Supervisory Board, emphasized that the successful refinancing of EUR 15 million in bonds at the end of 2025 was a transaction that confirmed CleanR Grupa’s achievements and investors’ support for its development strategy.
“This was the first step in a EUR 50 million bond program and an important milestone in our further development, as 60 % of existing investors chose to continue cooperation, while during the public offering, investor interest exceeded the target offer 2.5 times,” Guntars Kokorevičs pointed out.
In the final quarter of 2025, the Group also received several significant recognitions. In December, CleanR Grupa was awarded the status of Family Friendly Workplace and won the silver in the “Diversity is Strength” initiative, as well as received the first international recognition – top level of excellence in sustainability reporting in the ESG Transparency Awards. At the end of the reporting period, the project to establish an employee representative body, the Employee Council, was named the Project of the Year by the Latvian Association for People Management. CleanR Grupa was also included in the list of Latvia’s Most Valuable Companies #TOP101, compiled by Nasdaq Riga and Prudentia, becoming the only TOP10 privately-owned company in the Best Corporate Governance category, and received the Nasdaq Baltic Awards 2025 award for Best Investor Relations.
