RIGA - What Russian forces just did by brutally shelling Kharkiv and killing innocent civilians amounts to war crimes, Latvian Foreign Minister Edgars Rinkevics (New Unity) said on Twitter.
"We need to properly document such atrocities and work to make sure that perpetrators are brought to justice sooner or later but inevitably," the minister tweeted.
The Russian army on Monday massively shelled Ukraine's second largest city Kharkiv with Grad multiple rocket launchers, as a result of the shelling dozens of people were killed, hundreds more were wounded, said Anton Herashchenko, adviser to the Ukrainian interior minister.
"Kharkiv has just been massively fired upon by grads (rockets). Dozens of dead and hundreds of wounded," he said in a post on Facebook.
