AvalonEstates, a residential property developer forming part of the Millerhawk Group, has sold four plots of land earmarked for apartments in the Tiskreõue development in Harku municipality. A complex of four apartment buildings is planned for the site, which covers more than a hectare. The investment company Ragoza OÜ has purchased the properties, while Eco Advice Kinnisvara, a company with many years of experience in residential property development, is leading the project.
Marko Kull, a member of the management board of AvalonEstates, says the sale was primarily driven by the focus of the company’s strategic growth. “We felt this particular project was somewhat modest in size given our current plans,” he explained. “Avalon is working on a number of major developments at the moment, while we are looking to focus more of our resources on the Papiniidu development in Pärnu. We would only have been able to launch construction of the Tiskreõue apartment buildings about a year later than is currently planned, and since the school and kindergarten being built in the area will be completed next August, an earlier start made much more sense for Eco Advice.”
A developing area with considerable potential
The plots of land on Tõnise Road in Harku municipality lie adjacent to the aforementioned school and kindergarten, which will be ready for the start of the 2026-2027 academic year. A total of 29 apartments, mostly 4-5 rooms in size, have been designed for the complex. Over the years, there has been something of a scarcity of larger apartments in Tallinn and its immediate surroundings.
“This is a high-quality project with enormous potential,” Kull said. “All the infrastructure is in place, and the development is right next to the future school and kindergarten, to which there will be safe access via a cycling and walking path. We received a huge number of enquiries – almost 50 families looking specifically for a larger apartment approached us. As such, it was important to us that the development was placed in the hands of a partner who could make a start on it straight away.”
A project in safe hands
Kull says Eco Advice was selected from a field of strong applicants who are all active on the market. “We wanted a partner whose quality and professionalism we value,” he added. “We have great faith in their ability to deliver this project, which is one that prospective homebuyers have been awaiting for a long time.”
Eco Advice is continuing to develop the project on the basis of a slightly adapted vision. The 3- to 5-room family apartments, designed to fit in seamlessly with their surroundings, will offer energy efficiency, a rare degree of spaciousness and inviting common and outdoor areas.
