The Baltic transmission system operators, Latvia’s AS Augstsprieguma tīkls (AST), Lithuania’s Litgrid AB and Estonia’s Elering AS, together with their partners, have completed the implementation of the multiple power exchange model in the Baltic States. On 30 September 2026, the European power exchange EPEX SPOT joined the Baltic Day-Ahead Market, completing the implementation of the Baltic Multi-NEMO Arrangement (MNA) in the region.
This milestone completes the implementation of the multiple power exchange model in the Baltic States, providing market participants with greater choice and strengthening competition in the wholesale electricity market. It represents an important step in the development of the integrated European electricity market by fostering competition among power exchanges, improving market liquidity and supporting more efficient price formation. Market participants also have greater choice in selecting the trading platform that best meets their needs, while common and transparent market principles are maintained across Europe.
As previously reported, EPEX SPOT began operating in the continuous intraday market in November last year, becoming the second Nominated Electricity Market Operator in the Baltic States. On 8 September 2026, EPEX SPOT began operating in the Baltic Intraday Auctions (IDA) market and has now also launched operations in the Day-Ahead Market. EPEX SPOT is therefore available across all key segments of the wholesale electricity market in the Baltic States alongside Nord Pool, enabling a fully operational multiple power exchange model in the region.
The multiple power exchange model in the Baltic States is being implemented in accordance with the European Union’s Capacity Allocation and Congestion Management Regulation (CACM), which aims to foster competition among power exchanges, provide market participants with greater choice and support the efficient development of the European electricity market.
The project involved transmission system operators from the Baltic States and neighbouring countries: Latvia’s AS Augstsprieguma tīkls, Estonia’s Elering AS, Lithuania’s Litgrid AB, Finland’s Fingrid Oyj, Poland’s PSE, Slovakia’s SEPS and Sweden’s Svenska kraftnät, in cooperation with the power exchanges Nord Pool and EPEX SPOT.
