Estonia’s largest spa operator, SPA Tours, and Mainor Ülemiste, the developer of Ülemiste City, will begin building a high-end spa complex in the district. The 4,500-square-meter Ülemiste Spa, designed for the whole family and featuring a separate 18+ adult area, will open in autumn 2028.
Construction will begin in the first half of 2027, with the complex scheduled to open in autumn 2028. The construction cost is approximately €10 million. This will be the first spa complex in southeastern Tallinn, serving nearly 100,000 people in the surrounding Ülemiste City area.
“Ülemiste City, with its location, growing community, and expanding residential environment, is an ideal place for a next-generation spa complex. In the Ülemiste spa, we plan to bring nearly 20 years of experience, and the best solutions gathered from around the world, combining relaxation, health, and entertainment,” explained Kalle Kuusik, Member of the Management Board of SPA Tours OÜ.
According to Kuusik, they are simultaneously developing the area’s first spa and sauna center on Mahtra Street in Lasnamäe. “These two projects complement each other and help shape eastern Tallinn into a comprehensive wellness and leisure hub. Since the Ülemiste spa will be located at the capital’s public transport hub, in close proximity to the airport and railway station, it will also become the most accessible spa in Estonia,” Kuusik added.
The 4,500-square-meter spa complex will offer a wide range of spa services, including numerous water and relaxation areas for both adults and children of different ages, as well as various types of saunas. In addition, a separate 18+ spa and sauna, along with an outdoor water feature, will be built.
The spa complex will be constructed in the same area as the residential development in Ülemiste City, where Tallinn’s first sauna festival took place last week. The spa development supports Mainor Ülemiste’s plan to transform the current business district into a complete living and working environment.
“A high-quality spa is a service our community has been waiting for for a long time — it will significantly enhance the area’s quality of life and make Ülemiste even more attractive for both current residents and newcomers. The office no longer ends at the wall; for us, the conference center, guest apartments, restaurants, sports, and now also the spa are all part of the campus,” said Sten Pärnits, Chairman of the Management Board of Mainor Ülemiste.
Ülemiste City is the third-largest economic area in Estonia after Tallinn and Tartu. According to Pärnits, nearly €500 million will be invested in the Ülemiste area in the coming years. In addition to the Rail Baltic Linda terminal, the expansion of the airport and Ülemiste Centre, and new office buildings in Ülemiste City, construction of the campus’s first apartment buildings is planned to begin within the next two years.
Mainor Ülemiste AS is a subsidiary of Mainor AS, focused on developing Ülemiste City, the largest business campus in the Baltics. On 30 hectares, 170,000 square meters of leasable office space have been developed. Ülemiste City is home to nearly 400 companies and serves as a work, study, and living environment for 18,000 people, with a total annual turnover of €3 billion.
SPA Tours OÜ operates four spa complexes across Estonia: Tallinn Viimsi SPA, Kuressaare Grand Rose SPA, Ring Spa and Saunas, and Narva-Jõesuu Meresuu SPA & Hotel. The company also manages the Atlantis H2O water park and Viimsi Cinema. In total, SPA Tours OÜ and its related companies employ more than 500 people.
