Riga City Council to spend EUR 11 million for financial management system without organizing tender

RIGA - The Riga City Council financial department has decided to introduce a new accountancy and financial management system. 

Even though this will cost at least EUR 11 million, the Riga City Council has not organized a tender, Neka Personiga (Nothing Personal), analytical news program of the Latvian commercial TV3 program reported on Sunday.

The Riga City Council has managed to use a loophole in the law as it allows not to organize tenders for IT consultations and software. This has been introduced so that state and municipal institutions would not have to organize tenders for just several hours of developers' work, but the Riga City Council has purchased 96,000 hours of work.

The Riga City Council has selected company Wearedots for development of its new accountancy and financial management system for EUR 11 million.
