Estonian ministry deems 1st stage of administrative reform successful

TALLINN - A total of 160 municipalities of Estonia's 213 municipalities decided to merge voluntarily during the first stage of the administrative reform, which can be considered a success, the Ministry of Finance said. The reform will continue with the stage of mergers initiated by the government, during which a proposal to merge will be made to the municipalities that do not have at least 5,000 residents.
