Many drivers prefer deals with car thieves over police

RIGAAbout 40 percent of all cars stolen in the Latvian capital Riga are recovered by arrangement between the car owner and thieves, who demand money to return the vehicle. Andris Sturainis, deputy chief of the Riga police's car theft unit, told BNS that the vehicle owners were contributing to the scam's growth by not going to the police first.
