Illegals in Estonia get second chance

TALLINN - Changes to the law on aliens signals the start of a campaign to reduce the number of people living on Estonian territory without legal status.The citizenship and migration board estimates that 30,000 people may be living in Estonia without proper documentation. Other experts in the field say that the actual number may be at least three times higher.Under the new law, which goes into effect Oct. 1, non-citizens who can prove that they have lived in Estonia continuously since July 1, 199 ...
