VILNIUS - For Lithuania and Latvia, the contretemps over Butinge oil terminal are starting to smack of bad neighborly relations. The day the terminal began operations July 21, four Latvian Greens chained themselves to the apparatus, causing Butinge a preliminary estimate of 30,000 litas ($7,500) in lost revenue.With Butinge pumping oil and new foreign oil interests vying for a stake of the terminal, the Latvian Green Party's action is beginning to resemble a last gasp of protest more than a harb ...
