RIGA - Lithuania, Latvia and Estonia have signed an agreement in Riga to establish the jointly owned railway company RB Rail, an agreement that should kick-start a long-awaited project to link up the Baltic region with western Europe by rail.RB Rail will be tasked with the international project Rail Baltica, whose European-standard gauge railway would connect the Baltic States with Finland and Poland.
