Estonian parliament approves major culture plan

Estonian Parliament's Cultural Affairs Committee has approved a national development plan for culture, reports ERR

The bill, supported by all four political parties, will now be sent back to the Cabinet, which is expected to approve it on Thursday, Nov.14

The Culture 2020 strategy, covering a period up to the year 2020, gives special attention to the role of education, avocations, lifelong learning and libraries.

Culture 2020 is a generalized statement of intentions, which will be followed up with detailed implementation plans.

The committee chairman, Urmas Klaas, addressed an ongoing discussion on reforming cultural and art education. "We found the wording in the foundational document sufficient if we say that there is a need to overhaul the network of cultural higher education but don't get more specific or explicitly state a specific merger," he said. "Specifics are not the point of the document."
