Last week’s announcement by the Nobel Prize committee that this year’s peace prize would be awarded to the European Union was greeted with “gasps of amazement” among the journalists who attended the relevant press conference, several media outlets reported.  Small wonder.  Say what you will about the committee’s claim that the EU has turned Europe “from a continent of wars to a continent of peace,” the decision seems very much to be ham-fisted.It is true that if you define the concept of “war” very narrowly, there have ...
