Political maneuvering holding up election bill

TALLINN (BNS) - Estonia's election committee is worried that disagreement in the current Parliament could mean problems for the March 1999 election.The reason is the current Parliament has twice failed to pass a bill that tries to smooth some rough edges in the current election law.
