Estonian carbon cap rejected

TALLINN -- Estonia's proposed strategy for distributing carbon emission quotas through 2012 has been again rejected by the EU.

The European Commission said the revised plan, which limits the amount of CO2 that companies can emit through 2012, was too genrous. It was the second time that the EU's executive branch rejected Estonia's plan.

"The commission rejected the plan on several grounds but in particular because the average total quantity of allowances Estonia proposed to allocate to its installations over the period was too high," the commission said in a statement.
