RIGA - With Russia facing economic ruin, Latvia is finding ways to help out while keeping potential refugees on the other side of the border.Hearing stories of the food shortages in Russia and the zero export of Latvian goods to the area, Uldis Laucis, president of the Latvian Red Cross, thought of a way Latvia could help out.
