TALLINN - Estonian Justice Minister Rein Lang has said that the country has too many prisoners and reiterated his pledge to reduce the number.

Estonia has the highest number of prisoners by population in the EU, with numbers this year at 273 per 100,000 people. Latvia and Lithuania are also at the top of the list.

Land also promised to cut the number of prisoners in the country when he took office in 2005.
