BUTINGE - After nearly a decade of planning and construction, Lithuania's Butinge oil terminal managed to load its first tanker with Russian crude oil July 22 for a customer in Britain.Although the terminal will be operating at half capacity until the fall, the opening was greeted with near euphoria by the country's leaders.
