RIGA - Like many other cities in Europe, Riga is full of taxicab horror stories. With only a few trustworthy companies and a great number of individually run "black cabs," the drivers in Riga tend to target tourists and foreigners. While things have recently been getting a little better, the city is still abound in greedy cab drivers looking to rip people off 's and occasionally even resorting to violence when customers won't pay up.
