VILNIUS - The Social Democrats and the Order and Justice party (Liberal Democrats) of the Vilnius municipality signed a cooperation agreement late Thursday. The agreement was signed under impeached president Rolandas Paksas.

The Social Democrats had originally considered cooperation with the Conservative party, but decided to sign instead with the Liberal Democrats because they could form a more flexible coalition.

With the cooperation of the Lithuanian Poles' Electoral Action party, who signed on with the Social Democrats on Tuesday, the coalition now has the 26 votes required for a majority in the Vilnius municipality.

The coalition holds out hope that the Liberal Movement and the Russian Union will join as well, although the Liberal Movement said that their joining the coalition is unlikely.
