RIGA - Latvian Foreign Ministry state secretary Normans Penke said that freezing EU pre-accession talks with Turkey did not mean stopping the negotiation process. Penke announced this at Parliament's European affairs committee meeting, explaining Latvia's position regarding talks with Turkey. "To stop talks would be a step backwards in EU-Turkish relations," read a statement on Latvia's position for the meeting of EU ministers, which will be held in Brussels on Dec. 11-12.
