Race is on for local council seats

TALLINN - Campaigning for upcoming local elections began with an unexpected salvo from one major party: Vote for us and you are voting for your next president as well. The campaign, kicked off with a flurry of bright orange posters with the slogan "Tarand for President - vote Moderates," had quite a few Tallinners scratching their heads.
