RIGA - At 72, Nina Grube doesn't move as quickly as she once did, so it took her a little longer than most to walk from her seat to the front of the main hall of the Riga City Council.Nonetheless, there was a broad and beaming smile on her face when she got there and was congratulated by the mayor of Riga and the director of Latvia's Naturalization Board.
