Invitation to companies to bid for the provision of consultancy services for Hong Kong Economic and Trade Office in London

Hong Kong Economic and Trade Office in London (HKETO in London) is the official representative of the Hong Kong Special Administrative Region Government in commercial relations and other economic and trade matters in the United Kingdom as well as Denmark, Estonia, Finland, Latvia, Lithuania, Norway, the Russian federation and Sweden. Its mission is to foster closer economic and trade ties between Hong Kong and these nine countries.

To promote Hong Kong’s role in the implementation of the Mainland China’s Belt and Road Initiative and the opportunities there under, HKETO in London invites companies with experience in public and government relations, investment promotion, economic development, or international business development to submit an expression of interest for provision of the following services in Estonia, Latvia and Lithuania for a two-year period –

(a) to monitor the latest situation in Estonia, Latvia and Lithuania, including without limitation updates on the political landscape, foreign and economic policies, as well as market conditions and opportunities;

(b) to strengthen the bilateral relations between Hong Kong and Estonia, Latvia and Lithuania, including without limitation government-to-government, business-to-business and people-to-people exchanges;

(c) to promote the core strengths of Hong Kong in Estonia, Latvia and Lithuania, in particular:

(i) as a gateway to Asia, especially the Mainland, in view of Hong Kong’s excellent location, superb connectivity, well-developed infrastructure, and network of free trade agreements;

(ii) as a global business and trading hub with reference to Hong Kong’s strengths in various sectors, including without limitation financial and professional services, transportation and logistics sectors, innovation and technology, and creative industries; and

(iii) as a preferred destination for education, major conventions and exhibitions, as well as tourism;

(d) to promote Hong Kong’s strategic roles in the implementation of the Mainland’s Belt and Road Initiative, and the development of the Guangdong-Hong Kong-Macao Greater Bay Area (“GBA”), as well as the opportunities thereunder; and

(e) to promote companies in Estonia, Latvia and Lithuania to invest in Hong Kong and foster their participation in the “Belt and Road Initiative”, and the GBA development in partnership with Hong Kong.

Interested Companies based in Estonia, Latvia and/or Lithuania are invited to email to [email protected] in English by 12:00 (noon), 13 December 2021 (London Time) to obtain a brief on the consultancy services which contains the detailed scope of the services and related information, and submit a formal proposal in English by 12:00 (noon), 12 January 2022 (London Time). These are absolute deadlines and any late response will not be considered.
