Putin has failed to seize control of the Security Council, which could oust him for his adventurous foreign policies. On Aug. 12, Russian President Vladimir Putin dismissed his longtime chief of staff, Sergei Ivanov. Ivanov was the second most important person in the Russian political hierarchy.
